Raymond Yang
Founding Partner
Mr.Yang has over 30 years of experience in technology investment and high-tech entrepreneurship, NASDAQ listed company operations and Silicon Valley software development in China and Silicon Valley.
Mr.Yang is co-founder and managing partner of Westsummit Capital, a leading global technology growth captial firm based in China and located globally, invested by many national sovereign funds and industrial families around the world.
Over its decade-long journey, WestSummit Capital has weathered multiple industry cycles while delivering top-tier returns. The firm has backed a string of tech trailblazers and unicorns: GigaDevice (Chinas leading flash memory chip designer, listed in 2016), Anji (Chinas premier semiconductor manufacturer specializing in advanced chemical materials, listed in 2019), Union Optech (Chinas top optical zoom lens system developer, listed in 2017), Ninebot-Segway (Global leader in short transportation robotics services), Himalaya (Chinas dominant mobile audio platform), Unity (Silicon Valleys game engine and real-time 3D development platform), Twitch (Worlds foremost live-streaming gaming platform), Movidius (global AI vision processing pioneer), and Decawave (Supreme ultra-wideband technology chip provider). Prior to founding Westsummit Capital, Mr.Yang served as founding partner of Taishan Angel , first institutional angel investment fund in China. As an active angel investor himself, he has directly invested in dozens of domestic and Silicon Valley startups while holding personal LP positions in multiple Silicon Valley funds. His extensive network spans tech industry connections and project sourcing within the region. As co-chair of SVEIF – the largest Chinese entrepreneurial platform in Silicon Valley – Mr.Yang has been frequently invited to speak at prominent venture capital events, offering guidance to entrepreneurs and wielding significant influence across local industries.
Mr.Yang gained industry recognition for successfully leading Linktone(NASDAQ: LTON) in its NASDAQ listing. As a Shanghai-based wireless value-added services company, Linktone underwent a remarkable transformation under his leadership from 2003 to 2006. During his tenure as CEO, he revitalized the companys operations, steering it toward profitability and rapid growth. The company achieved a historic milestone by becoming Chinas first wireless entertainment firm listed on NASDAQ within just 11 months, marking a landmark achievement in the industry. Linktone remains the earliest Chinese company to list on NASDAQ among all listed firms. Recognized as one of “Chinas Top Ten Outstanding CEOs,” Mr.Yang was also honored as “Chinas IT Industry Leader” by China Business Weekly and “2005 New Economy Individual of the Year” by the Ministry of Science and Technology. Additionally, Linktone was awarded “China Best Employer of the Year 2005” by Fortune China.
Prior to joining Linktone, Mr.Yang founded and served as CEO of RivalWatch, an e-commerce big data company backed by Silicon Valley venture capital in the United States. Before that, he established and led Saratoga Technology (ST), a voice messaging service and device provider backed by NASDAQ-listed tech companies. Headquartered in Beijing, the company grew from scratch and became Chinas market leader in voice messaging services within just three and a half years
Prior to that, Mr.Yang worked in technology and software development at ABB System Control, Centigram Communications in Silicon Valley and the Ministry of Energy of China.
Mr.Yang served as a member of the “Cultivating Entrepreneurship” Council at the World Economic Forums Global Council, Members of The Yabuli China Entrepreneurs Forum and currently holds positions including Vice President of the China Equity and Venture Capital Professional Committee, Vice President of the China-South China Equity Investment Association, and Co-Chairman of SVEIF – the largest entrepreneurial organization platform for Chinese entrepreneurs in Silicon Valley. He previously served as the 2007 Annual Chairman of the Tsinghua Entrepreneurs Association (TEEC) and actively participated in activities organized by Tsinghua Universitys North America Education Foundation.
Mr.Yang received his bachelors degree from the Department of Electrical Engineering, Tsinghua University and his masters degree from the China Electric Power Research Institute. Additionally, Mr.Yang was selected as the inaugural Global CEO Visiting Scholar at Oxford University in 2025
David Wang
Partner
David Wang is a Partner at WestSummit Capital. David has over 25 years experience in investment and business operations in China and North America.
David has led a series of investments in well-known high-tech companies and serves as the WestSummit Board representative for portfolio companies including GigaDevice, Anji, VeriSilicon, and Union Optech.
Prior to joining WestSummit, David served as Deputy Director of China Horizon Investment Group, responsible for formulation and implementation of the Company’s investment strategy, and helped with the Company’s business development efforts in China.
David also worked in the Investment Banking Division of Goldman Sachs Group, involved in various IPO and M&A transactions totaling about $2 billion in transactions. Previously, David worked in the M&A Group at Intrawest, a dual-listed Canadian company, responsible for analyzing and recommending investment opportunities in the Asian market and to assist in the Company’s acquisition and joint venture deals.
David holds a Bachelors degree from Tsinghua University and an MBA from University of Western Ontario, Canada.
Kelly Liu
Partner
Kelly has more than 14 years of investment and start up experience in China & US and is experienced in sectors of TMT, New Media and Consumer. She joined WestSummit in 2012, co-led investments in Twitch, Ximalaya, Ninebot and managed portfolio Unity.
Prior to WestSummit, Kelly was an Investment Director at Taishan Angel Fund. Taishan Angel Fund is a leading institutional angel fund in China. As the first member of the founding team of Taishan Angel Fund, Kelly was deeply involved in all aspects of Taishan’s investment process, interviewing, evaluating and investigating more than 1,000 deals in the sectors of Internet, Mobile, New Media and Consumer. Moreover, Kelly actively participated in portfolio companies’ strategic, operational and financial planning, accumulating extensive expertise in investment and operational management.
Earlier, Kelly was a General Manager at Overseas Department of China Finance Net and worked on PIDINVER CHINA, which was held by ICEX in 2007 and EU-China Partenariat in 2006. Kelly has experience in international cooperation, government projects and public relations. Moreover, Kelly had been an active entrepreneur since university.
Kelly holds a Bachelors from Sichuan International Studies University and MBA from China Europe International Business School. She also completed the Entrepreneurship Program at Tsinghua University School of Economics and Management.

Mingjie Guan
Managing Director
Mingjie has more than 27 years of experience as a seasoned local executive and entrepreneur in China’s high-tech sector.
During the past two decades Mingjie helped a few Western high-tech startup companies successfully land in China market and eventually became local business leaders including Blue Coat Systems, In-Fusio, News Republic, and MotionLED. Mingjie also held executive roles in a few MNCs such as Ampnova Technologies, Prosten Technology (HK GEM listed), Linktone (Nasdaq listed), Aspire Technologies (a China Mobile company).
Mingjie holds a Bachelors and Masters degree from Tsinghua University.
Bo Du
Managing Director
Mr. Du has 17 years experience in Semiconductor R&D, operations and investments in China and has served as a Board of Director for several technology companies globally.
Prior to joining WestSummit Capital, Bo Du served as Managing Director and Head of Semiconductor Investment at Galaxy Capital. Previously, Bo Du served as Senior Management at HDSC, one of top 10 IC design companies in China, and was responsible for leading investment and strategy development. Previously, Bo Du worked with AMD and Centec as a senior R&D engineer.
Bo Du holds Bachelor and Master degrees from Huazhong University of Science and Technology.
Sean Sun
Venture Partner
Sean has more than 20 years of experience in marketing business development and team management for China’s wireless communications and semiconductor industries.
Prior to WestSummit, Sean was a Senior Vice President of Sales at Unisoc (formerly Spreadtrum Communications, Inc.)
Sean led the sales team to achieve significant growth in sales revenue for 6 consecutive months during the global pandemic in 2020, and was responsible for the cumulative shipment of more than 1 billion sets of products.
Sean holds a Bachelors in Applied Electronic Technology from North China University of Technology and is currently a Master Candidate in EMBA of China Europe International Business School.
